Starting salary is very generous, at least for higher categories, yet not much growth can be expected as long as you're not an indefinite public servant and can apply for a promotion. | Since they cannot offer salary increases or promotion and everything is so tightly regulated, the only way to make employees happier is by assigning harder tasks, or at least ones that can motivate the personnel, yet I feel the leadership role heads of department must assume is not developed enough. Maybe because employees are not in need of greater challenges?
