Not long standing contracts but new contracts, won on a rotating cycle every 4 months or so. The company's primary focus is on bidding for these contracts. The focus on bidding for contracts means most of the companies energy (and therefore most of the companies $$) goes to business development. Folks on the contract execution side of things operate on razor thin budgets, meaning they are typically overburdened, leading to underdeliving on contractual obligations. Underdelivering means the company does not win follow on contracts and the cycle of searching for new money continues.
