Those who have been promoted had left Kiwanis and returned later. Opinions of current, experienced staff are not always solicited/accepted. Departments aren't always good at advance planning, so there are many last minute, quick turn, disorganized projects. Roles aren't always well-defined. Allow staff outside of top tier dept heads to have more of a voice.
