While there is a lot of overhead in sustaining legacy systems and fixing bugs, the situation has improved considerably in the last year with a concerted effort by ownership to invest in infrastructure upgrades in conjunction with a full data center relocation - moving from the Bay area up to Seattle where the main office is located. Establishing development best practices, moving to a Scrum based process and project workflow discipline contributed to a far better environment for developers, and invoking bug review/prioritization process has stemmed what was a tsunami of bugs in 2016 down to a manageable level (~30% of dev time vs >70% in 2016). The company pays for employee skills training, and encourages them to use the training budget. This made it difficult to offer consistency for troubleshooting and development.
