Great people, lack of accountability

|
EDA has a lot of people who love their jobs, the organization is small and intimate and you interact with everyone. People are proud to work here and represent this agency, which has been through a lot.
|
Systems are way behind and a lot of people simply don't want to catch up with the times. It's a combination of outdated technology and complacency and lack of accountability.

Overall good learning experience - Easy to form relationships and seek guidance from mentors. Great training (mostly through 1 designated mento) designed specifically to your desired education/job training, with opportunities for independent responsibility. Genuinely kind and helpful superiors, and great letters of reference upon leaving.

Unpaid. Demanding hours. Consistently promising full-time job offer and never following through. Just beware staying too long! I worked for 12 months after the original "internship" conclusion, at which point I was basically full-time and carrying a normal employee workload - except as an unpaid intern. At this point there was a vacant position within the agency for almost 2 years, which I had specifically received 15+ months of training for and was continually promised. Superiors blame bureaucracy for the complicated/difficult intern to employee transition, which was obviously true/at fault to some extent. Regardless, at some point I did begin to feel somewhat taken advantage of, and I eventually left.... as it became clear that I might die working full-time for free before they converted me to a paid position.

Be honest and don't make false promises. Government is notoriously slow...but you guys are absolutely record-breaking. At Denver Regional EDA full-time employees were regularly stressed out over their workload and struggling to manage projects simply because they were forced to assume additional tasks in order to cover the workload of vacant positions. These positions went unfilled for MONTHS and even years because the federal hiring system is generally outdated and the concept of recruitment (or sourcing the best talent) is actually non-existent. It seems nonsensical that open positions not only remain unfilled for such extensive lengths of time, but often do not even accept applications for months at a time (In Denver the agency was technically "trying to fill" one such vacant position for 18 months before the job was finally posted on jobs.gov and accepting applications -- though only for 7 days).
This agency would be able to carry out their work far more effectively if the Department of Commerce delegated staffing responsibilities to management within individual agencies, and if they modernized their hiring strategy + application system/streamlined the processes for converting valuable internship, apprenticeship and fellowship participants (most of which have received intensive job-specific training) into full-time employees in order to fill the many vacancies.

Good mission, tough structure

The mission of the agency is compelling, and there are smart people who care a lot about what's being done. The impact on the ground is apparent, and lots of projects are made possible by EDA's existence - projects that really make a difference on the ground.
|
Leadership seemed to make a point of not cooperating with the union, didn't show much respect for its employees generally. Structure of the organization is too political, with more politicals per employee than most federal bureaus and agencies, which makes it harder to get work done with politicking that goes on and people being in charge who either can't hold the group accountable or simply aren't competent enough.

|
The pace is and workload is generally manageable and and low stress. Many supervisors allow for telework or other flexible schedules.
|
There is little to no opportunity to move up, given the predominance of political appointees in management roles if you are and would like to remain career. Many people are unhappy, which creates a very toxic environment.
