Old-fashioned company culture slowly leading to talent shortages

Working with some wonderful people including excellent middle management. Work/life balance. Also some nice company benefits, like gym memberships etc.
|
Upper management is starting to get out of touch and is stuck in the past. Work from home is nonexistent (on paper for some privileged individuals once a week its possible), salaries are starting to get uncompetitive. Promotions are basically halted despite record company profits. In the last couple of years some questionable company policies have been implemented, like paying for a parking spot which was always for free until recently.
